Scam? Kinda?

I don't know if this accounts for, and it might be on my fault but here it is...

I created a thread asking for a sig and avatar.
Fishy, who is a very good artist replied on my sig thread with a couple sigs, I loved them so I paied him full price(100creds) for it asuming that he was getting to the avatar, it's been a while now, and no avail.

I was hoping maybe I could get some of the creds back or, is it too little to complain about--I'd prefer the avatar over the creds though...

That's the topic.Actually he did make you a sig,but it seems you weren't satisfied with it.
I don't think he scammed you,and I don't think you should get a refund.
But if it's so necessary to you I'll pay you back...

fish has had some real problems outside of the internet

so i'd just pm him and wait or refund the guy
