If you ask me, all he did was duplicate the layer and add a cutout filter to it and probably lowered the opacity.

Great job though.

lol, he didn't, you can't control a cutout filter so much that you get so much details in eyes etc

Ok i just uploaded the psd file of the vector.
I didnt named any of the layers or stuf coz that doesnt help much in the begiinning i did made some groups but not everything is sorted :/
