ok i don't think alot of people know this, i didn't know it for a pretty long time myself.
so here's an explanation of the difference between opacity and fill in photoshop
heres a text i made in photoshop:

i used blending options to make the stroke.
now i slide the opacity to 25%:

afterwards i make opacity 100% again
and now i slide fill to 25%:

as you see here the blending options stay at full opacity
thats the difference:
- opacity will affect the opacity of the layer+blending options applied on it
- fill will affect the opacity of only the layer not including applied bleding options
