[REQ] vBulletin skin?

Well my friend has a new forum, called Slashsupport.org, and he needs a new skin for some obvious reasons. :yucky: Well so basically if it's possible, and any of you know how? Could you make like a techy vBulletin skin? If you don't know how/don't want to, I completely understand since it's a huge undertaking. :thanks:

Well it could just be a modified one but yes sort of a custom one. The website is supposed to be like a tech support type of a thing. So you ask a question, and it gets answered or you get help to get it solved.

well, that's not a problem for me to make a skin - the problem is to code it for vB. Since I haven't vBulletin license I just can't have a real example of HTML templates and CSS it is usind :(
